bring Workspaces/Perspectives back to NB. 

I am quite unsatisfied with how the window system currently shows/closes windows in response to different user actions
"automagically".

With the growing number of plugins/views/dependencies it would be nice to have user defineable configurations for open
windows.

there is an old request 37486 which seems similar. OTOH, there is Perspectives plugin at pluin portal that may fulfill
your needs
