A lot of times, when my 'view' gets out of whack, I need to reset the windows, "Window->Reset Windows". It would be nice to reset the windows against a desired 'defined' perspective.

No, the infrastructure has been added, which I believe was needed by JDeveloper, which is a different Oracle client on the NetBeans Platform. So, now, theoretically the infrastructure could be built on for NetBeans IDE to have perspective support, but this has not been done, nor are there plans for doing so.
