There are some parts of the java-project uispec
dedicated to javadoc, but we shouldn't mix uispecs
of those two modules together. Separate the uispec
for javadoc module and finish it.

At least following tasks are needed:

 - javadoc manager UI update
 - generate javadoc action update
   - support for javadoc build targets
 - per project, build target options/defaults

Well autocomment and index search tools use *floating* top components.
This concept is little bit old and inconsistent. A replacement concept
should be designed (e.g. *shared* tools topcomponent).
