Provide documentation library items, which will
serve as starting points for documentation
searches and browsing. The implementation should
be able to work with
- documentation laid plain in the OS filesystem
- packed up documentation
- documentation which is a part of a package (e.g.
/doc directory in a jar).

This issue supersedes many JavaDoc manager issues. I'll duplicate them

There is first working prototype avialable on prj40_prototype branch.
