This appears to be different than Bug 204161.

When using a high resolution display (3840 x 2160) in Windows 10, the toolbar icons are too small to be usable. 16x16 is almost invisible and 24x24 is microscopic.

Work-around: set dpiaware=false.  However, fonts and icons become fuzzy.
