Solution to this would be a redesign of the whole panel (which might be NetBeans issue).

When changing shortcuts in Tools > Options > Keymap the categorization is not very good. There is some folders that
don't need to be there (like Javascript, Mercurial, Subversion)
It would be nice to have a filter or browsing functionality, to help the user when he knows what is he looking for.

The UI spec. for keymap option panel has been written and is expected to be implemented in 6.5 time-frame.
