I have experienced a number of occasions now where my system has failed to restart.  It always freezes at the point
where the main window appears, but before the splash goes.  Subsequent restarts always fail once this has happened.  The
only common factor I can find is that I have installed a new plug-in that has requested a restart (plug-ins were
different though) on each occasion, but that may be just coincidence.  I am eager to help address this in any way I can.

Issue 131307 may be the same as this one, although the details seem a bit different, which is why I raised a new issue.
