This bug appears on a Windows machine with a dual-monitor setup, with the left-
hand monitor being the main desktop, i.e., the one where the Windows start bar 
is located, and with NetBeans being run spread across both monitors.

When I hover the mouse over an item on the left-hand monitor to obtain the 
tooltip, the tooltip appears at the correct height, but at the left edge of 
the right-hand monitor, rather than right by the mouse.
