If an Ant build script has the 'description' attr on <target>s, treat is
specially (as with -projecthelp). Specifically, move all such targets to the top
of the list of targets (as -projecthelp does) and set the description as the
tool tip on the target node.

Fixed in the trunk. Not moved to the top, rather providing a distinctive icon.
