Design and implement UI to enable create secure web applications and modify
security part of deployment descriptor. (implement new Security tab) 

This should cover these parts of DD :

1. Login Configuration : to design authentification dialog
2. Security Roles : to enable setting list of different security roles
3. Security Constraintes : to enable secure different part of application
4. Programmatic Security : enable to set security-role-references for servlets(JSPs)

This issue is being marked as a duplicate to the the issue 55727.  The issues 55727 covered security as well as taglibs.  As stated in the issue 55727 the 
security tab has been implemented, but the taglib is not implemented.
