also, the toolbar windows in options or on the
toolbar itself - word Build not from bundle

Should be fixed in NB40. Tomasi, please take a look at it. Fix should
be trivial.

The Actions/Build folder is used by core, javadoc and web module.
BuildSystem does not use it at all. The localization should be done by
core. It is simple to fix, but I dont know where to put it (output or
output2).

Passing to output subcomponent. I guess code from output2 is used
now,so the fix belongs there.
