In the project properties dialog, on the Build and Run node, there is a line of text as follows:

Read how to write the debug target here: <link-to-help>

When the link-to-help text is clicked, the users browser is directed to the netbeans.org homepage, instead of help about writing the target

reporter is right, there is wrong link in the Project Properties dialog

BTW reporter: in the future please be more explicit than "in the
project properties dialog". Every project type has its own unique
properties dialog (with its own set of bugs, presumably). In this case
I presume you meant the dialog for a new Java project with existing
Ant script (i.e. "freeform project" for short).
