The spec contains a new file wizard panel for specifying Name 
and Location of empty file. It has two variations - with or 
without multiple source roots.

The template is already there, we need to finish the UI according to
spec. Using the wizard iterator we use for Folders.

This issue was solved long time ago. Because nobody has reopened it neither
added comments, we are verifying/closing it now. 
If you are still able to reproduce the problem, please reopen. Thanks in advance.
