If an Ant script being edited has a <property
file="foo.properties"/> tag in it, should load
foo.properties if possible and find any properties
defined or used in it (for use in completing
property names).

Useful for J2SE projects and maybe others that load properties.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
