After invoking "Merge" error will occur. 


For example: this is execution string.
vmrg
-n
-r1.4
-r1.5
-r1.6
"/tmp/test/testPVCS/Repo/archives/test/another/Class_A.java-arc"(/tmp/test/testPVCS/Work/test/another/Class_A.java)

Problem with quotes.

The same problem, which is described in issue #41352, but concerning
Merge command.

Verified on RC1 with the use of pvcs.xml
