In arch-*.xml specify imported APIs, as I am not
aware about dependencies of new modules much, and
please use <api> tag when describing layers
access, dtds, lookup, etc. 

Please wait with this till issue 40959 (requesting
easier way to link to other NetBeans APIs) is
implemented, so you do not need to do some chnages
twice.
