To reproduce:
1. create a java class from template
2. select it in the explorer and push Tools menu

ISSUE1: Search JavaDoc Index and Generate Javadoc
menu items have mnimonic J

ISSUE2: Auto Comment... and License Manager...
menu items have mnemonic C 

 
As mentioned in the bug 16165:" The Tools menu is
generated dynamically in NetBeans so there is no
way to guarantee that all items will have unique 
mnemonics".

Should the Auto Comment item have any mnemonic in
this case?
Note, that License Manager comes from independent
module.

The new NetBeans 4.0 doesn't have the Generate Javadoc menu item it Tools menu. AFAIK, 
the Licence Manager isn't a NetBeans menu item.
