Take a look at the screenshot. It is very hard to
see the mnemonics for the tabs in the property
sheet because they are at the same level as some
unrelated border, and directly abuts text drawn
for property sheet rows.

Really the same problem as issue 39419 - need to optimize the 
layout's assumptions about size for different platforms/look and 
feels.
