Description:

It is very ugly to show only some part of welcome
screen without possibility to scroll with the
contents. This happens if IDE is run with fontsize
14 or bigger. This bug is very visible and should
be fixed as soon as possible.

Steps to reproduce:
===================
1. Run S1S 8 NE with -fontsize 14 parameter.
2. Watch the bottom of welcome screen.
