Issue:
    Tooltip text "Unrecognized File" is appeared
from Java Package.
    I think that, this is not suitable.

Environment:
  - Probably any Build
      I've seen this in S1S Nevada Build and
          NetBeans 3.5 Release Build.
  - Probably All Platforms
      I've seen this in solaris 9 and Win2000.    

To Reproduce:
  1. Start IDE.
  2. From Main Menu, [File] - [New].
  3. To display tooltip of "Java Package".
       Tooltip text "Unrecognized File" is appeared.
       This should be appeared suitable

       or nothing.

I think it is responsibility of java module.
