There are several situation when user creates
references to another project (e.g. when defining
the resource project P1 as an output of project
P2's build target). The project system should be
able to keep track of those inter-project
dependencies and warn user when some projects
which the project depends on are not available.

The relevant uispec sections are 6.2 - 'Recover
Referenced Project' action and 4.7.3 - 'Recovering
Lost Projects'.

This depends on the final state of uispecs.
