Convert the current Project Manager into new
module with new branding that will do the same
functionality and just call be localized differently.

Yes it is, otherwise the Session Manager module will have to depend on
core. Hmm, however, this is perhaps not true after several 'separation
rounds', I am not sure now.

Looks like this module will not be need for a long time as old
projects will stay for a while yet, is it not?

Dubious usefulness given "personalities" etc.; please reevaluate.

Sample module is now in contrib/profiles.

contrib/profile are there, but there is not much will to make it really work. 
I've even removed them from daily AU.
