There was a much earlier bug report requesting this which, despite a great deal of support, was resolved as WONTFIX due to Oracle simply wanting to bundle it with NetBeans. Now that NetBeans is no longer under the auspices of Oracle, this should be revisited.

The reason this is needed is obvious; including Glassfish more than doubles the download size. There is a great deal of bandwidth and time wasted downloading a component which is often not used or already installed. This is especially true with the development builds which can be downloaded daily.

Bundling GlassFish makes even less sense since NetBeans already prompts you to download it if it's needed and not present.
