Product Version = NetBeans IDE 8.2 (Build 201609300101)
Operating System = Windows 8 version 6.2 running on amd64
Java; VM; Vendor = 1.8.0_60-ea
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.60-b06

Reproducibility: Tried, but couldn't reproduce it

STEPS:
  * Select any text with mouse (press left button and drug while keep left button pressed) 
    OR
  * Select any text using keyboard (Shift + Arrow keys)

ACTUAL:
  A vertical blinking multi-dot line appears and immediately disappears, then selection becomes impossible.

EXPECTED:
  Text to be selected
