F1 help window

Shut down Netbeans and start afresh.
First press F1. This shows up a different right hand side. Now if you open Help->Help Contents, this will take you to "Using the IDE System" which should be the same place F1 should take you to. Now if you again press F1, it takes you to this place correctly. This issue is only when F1 is pressed first.
