Open in New Window don't work for IE6.0, if window with same URL already exist.
Steps to reproduce:

0) Mount some filesystem with bookmark node(Let it is named 'A'). 
1) Be sure, that your default browser for IDE is External Browser(Windows) and it is set to IE.
2) Close all IE windows
3) Right click on bookmark node 'A' and select Open - new window with bookmark's URL will be 
opened.
4) Right click on bookmark node 'A' and select "Open In New Window" -  new window will not 
be opened and window from step 3 becomes active.

Well reproduced with S1S 4 update 1 EE build 020808_1 under WinXP with IE 6.0.2600

There's no 'Open in New Window' action since 3.5 release.
