There is a functionality spec on

The API consists from following classes so far:
org.netbeans.api.projects.DependencyProviderorg.netbeans.api.projects.DependencyListener

Settings context implementation is improved, it reflects operations
performed on DataObject like move, rename and delete and keeps context
up-to-date. More tests has been added.
