My project type is Maven created with maven-quickstart archetype. I think this might be the cause of my misunderstanding. In simple java-projects the tab "libraries" is present in the list of properties. But in maven-based projects I didn't see it in the regular place. And presence of different promiscuous information in the internet, which was letting me search this tab exactly in that place, made me misunderstood.

May be the best way to prevent such reaction of new users of NetBeans is to add this tab into the list of properties, but with a simple label "use maven POM file to tune up your libraries" on it.
