Product Version = NetBeans IDE 8.0.2 (Build 201411181905)
Operating System = Windows 8 version 6.2 running on amd64
Java; VM; Vendor = 1.8.0_40
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.40-b25

It was stuck at 88% earlier, after I deleted my netbeans project files, and even reinstalled Netbeans, and Deleted the netbeans settings in User/Edward/AppData/Roaming/Netbeans. It is now stuck at 100% instead.

Please capture and attach a .npss snapshot when background scanning is running and consumes 30% of CPU. The steps how to obtain .npss snapshot are outlined here: 
http://wiki.netbeans.org/FitnessViaPartnership
Attach also IDE log file (messages.log), which corresponds to .npss snapshot.

The current messages.log

There were messages.log.1 and 2, I suppose those are older ones.
