As noted in a separate issue (#249572), it would be really useful if it was possible to have a function's documentation in a popup while Cmd+hovering over a function call, just like in the PHP editor.

Now it's implemented in the web-main. This functionality works together with the Go to Declartion action. So if the navigation to the declaration doesn't work, then this functionality could not work as well. 

Please if you run into a case where the documentation doesn't displayed and the Go to Navigation works, then enter new issue as defect for such case. 

IMHO Go to Declaration action has to be improved and then the documentation will be displayed in more cases. Thanks.
