Once I opened a file with wrong UTF-8 (maybe it was just ISO?) sequence. Since then, NetBeans always asks me whether it should open the file. No matter whether I press yes or no - it doesn't open, and upon next restart, it repeats.

Something similar was resolved in Bug #184310 .
