HTML project currently always has a Site Root, i.e. it assumes there will be some web content. It would be useful (and I heard this request from Igor Minar from the AngularJS team) to also support "JavaScript library" projects, i.e. projects that do not have Site Root, just JavaScript sources. I assume such a project could use the HTML project codebase.

This may also be related to Node.js projects (see issue 223144), which also contain just JavaScript code, no web content.

This is more or less done (or at least started) in the current dev build.
