vriha: happened when I clean&build cordova project while previously it was running on Android 4.4 device and web inspection did not started

Honzo, could you please evaluate? It seems like inspection of Cordova on Android 4.4 and Windows (?) does not start and instead this ISE is thrown. Application is installed and launched properly on device. If I open 

chrome://inspect 

in desktop Chrome, I can see the attached screenshot and I can inspect the Cordova application from there.

...if that's make any difference, the same happens with Emulator as well.
