In 7.3 there is Checkbox to stop Local synchronization on project open but 
Local Sync is happening if I close netbeans and reopen it. 
Make it only sync (Local Synchronization) if I manually close and open the project not on closing and reopening netbeans.

So, The Use case can be below:

0) It will always sync when ever you add a new project


1)  If I am not checked "Copy Files on project Open"

     ** On opening netbeans - No Sync
     ** On opening Project  - No Sync (Second time)

2)  If I checked "Copy Files on project Open"

     ** On opening netbeans - No Sync
     ** On opening Project  - Sync (Second time)

3) OR the other case is just provide the button (or option) Sync Now / copy now to when ever user wants.

Please leave if you have more efficient solution.
