If IDE cannot connect to Android device/emulator, it shows error dialog with 3 hints what to check (USB debugging is enabled, USB Web debugging is enabled, Same network). In mobile Chrome, there is no longer any setting like Developert Tools or USB Web debugging. If you enable USB debugging in Android OS setting, it automatically enables debugging in Chrome. So the 2nd hint in dialog is obsolete and perhaps it could be removed
