Currently
Open a large jpg, which is larger then the current Netbeans window.
Use the scroll wheel to scroll down or up -> Netbeans does not scroll, but zoom instead. This should be remapped, since everywhere else in Netbeans the scroll wheel is mapped to scroll down or up, only with images it is different.

Expected:
The scroll wheel should scroll up or down in an image

Enhancements:
CTRL (or Strg) + scroll wheel could be used to zoom in and out
ALT + scroll weel could be used to scroll left and right
Left click on the Image + Drag to freely move the position of the image (= scroll right/left/up/down)
