With fresh "unzip" of gf4 and fresh build of the ide with empty cache and home,
start ide, start creation of web project.
add gf4 as registered server in web project wizard. 
do not need to finish new web project wizard. haven't tried direct registration yet.

See attached log, is filled with warnings regarding server jars.

I don't know how severe it, but later(if test cdi support and cc) I have log filled with a lot of "element can't be resolved" and it may be related. But may be separate issue.
