Make it possible to browse ProjectFileSystem for a closed project without opening it in IDE. 
This is for projects module's internal use only.

split browsing and interproject links into two tasks.

Added dependency on configurations (19941) as the interproject link
must be able to obtain a build target's compiler cookie and execute
this in the specified configuration.

This change is now complete. There is currently no way to change the
configuration (however this could be achieved by deleting and
recopying the build target in the desired configuration), but this
will not cause an incompatible api change if this is later added.
