The New Folder wizard is unusable in the favorites tab. 
It will set the path in the "Created Folder" field to the currently active project root directory.
The "Parent" selection button will allow the user to only select from the currently active project root directory.

Behavior should by default create the new folder under the selected directory in the favorites tab.

milosi, this used to work more or less in 7.3. It must be caused by the fix for #186943
