Currently the external executor has a way to pass env. 
variables to the external process, but this is not 
possible with Tomcat. This would be useful if I want to 
run IDE with JDK 1.4.0 but Tomcat with 1.3.1 - then I 
would pass the JAVA_HOME env. variable to Tomcat.

Implemented on the tomcat_customizer branch and merged to trunk.
