Product Version = NetBeans IDE Dev (Build 201304112301)
Operating System = Windows 7 version 6.1 running on amd64
Java; VM; Vendor = 1.7.0_17
Runtime = Java HotSpot(TM) 64-Bit Server VM 23.7-b01

I know there is an Action Item filter results buttom, but I believe that each project must have its own configuration for analyzed folders.
For instance, I've one project with files imported from other project which I can't change; perhaphs, I would not like to change as well since if the other project (example: jQuery UI) is updated, I'll have to overwrite my changes.
Sometimes are just legal files coming from outside, and I have to just accept them as is.
No matter the reason, I would like to configure each project to ignore some folders during the analysis of actiom items.

Just wanted to second this since it's been sitting cold so long.  This seems to be a feature most IDE's are lacking.

In NetBeans, I usually just add a new TODO type with my initials, eg. @EK becomes my TODO.

Nonetheless, would LOVE to see this feature.

I also second this. In PHP projects based on Composer it is barely unusable when I want to show action items for whole project since there are many items from vendors. I just only want to see items created by me and my collaborators/team, I am interested only in fixable items. Items in vendor packages are not related to my project.

Agreed, the actionable items feature is practically useless if you have third party stuff in your project. And who doesn't same goes for error badges in project tree. Only files that are managed e.g. by GIT should be handled by IDE.
