In order to succesfully implement high priority
issue #8617 it's needed to revise and rethink
appearance and behaviour of workspace switcher and
status line.

from disucssions with Dafe and Jano and mail sent to nbui:

dissabling the workspace switcher and status bar will be 
done through code only. 

there will be no change to the look or location of the 
workspace switcher or status bar. furthermore, the global 
status bar for mdi that is part of the Dusan's proposal 
for node status should not be implemented in 3.4 as it 
will require more vertical space and is not ready for 
integration with the editor yet (or rather, the editor is 
not ready to integrate into it yet).
