To reproduce:
- have Navigator in Outline mode
- open some existing client side project
- select some html file in Projects window

=> Navigator keeps saying Please Wait. To fix it, you can either switch to HTML View, select another file, click inside some file etc. 

Note that HTML View does work just fine
