Creating new Locale for property create the right Locale object in Explorer tree but no properties are copied from Default file with properties to new Locale. It creates blank column in properties t
able view. It seems that after quiting IDE the files are saved correctly but after reopening IDE Locale objects are still empty.

Resolved for 3.4.x or earlier, no new info since then -> closing.
