Steps to reproduce:
1. Go to the "Tools->Options->IDE Configuration->Server and External Tool
   Settings->HTTP Server->Properties"
2. Clear "Host with Granted Access" field (should be "Selected Hosts:<empty>")
3. Try to connect to base javadoc URL from another host.

Expected result:
Access granting dialog appears when internal http server is accessed.
If you press Yes - another host get access to javadoc URLs,
If you press No - connection refused

Actual result:
No dialog appears and another host get access to javadoc URLs.

Build: FFJ 4.0-EA 020225_1.
Platform&OS: intel W2k, sparc Solaris 8 JDK 1.4(build 1.4.0-b92).
