While editing a php document the toggle comment is always greyed out and unusable.

Have tried:
selecting 1 line
selecting multiple lines

Shortcut: Ctrl+Shift+C does not work either

Sorry, but I can't reproduce it int the latest 7.1dev version...Toggle Comment action is visible for me and it works...I can use ctrl+shift+c too...

Shouldn't be connected with issue #204686 ?

Yes, you are correct! I missed that issue during my initial search. It is the exact same issue.
