Originally attached as https://netbeans.org/bugzilla/attachment.cgi?id=101466 to bug #186024, but probably unnecessary for that, and no known user-visible symptoms at the moment. Test is good, most of code patch is good, but needs to preserve behavior from bug #125582 of discarding persisted owners after restart (to prevent configuration mistakes from becoming irreversible).

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
