Sometimes the javascript file entry is missing in the new file context menu, sometimes it is listed.
See the screenshots. Taken after right-click at the same folder.

What you are referring here, it's a set of last ten used templates. So it depends how often you create JS files. There shouldn't be a difference between file types. It's independent. I'm closing this as invalid. Please reopen, if I'm wrong.
