Product Version = NetBeans IDE 6.9 RC2 (Build 201005312001)
Operating System = Windows XP version 5.1 running on x86
Java; VM; Vendor = 1.6.0_17
Runtime = Java HotSpot(TM) Client VM 14.3-b01

Loading to edition file .html  ( theme ) I get always Warnig : "encoding in meta tag is invalid ... Do You want to load file using UTF8 format? ... "
 but
1.  this file Have UTF8 format ( without BOM )
2. "invalid" signs are OK - this i s specjals tags format for SMARTY ( not classic SMARTY but from CMS Xoops )  : format like <{$xoops_langcode}>
3. good idea is checkbox with " do not warnign me again" for this one  file
