Accidentally submitted while editing. Second try:

On my system, the UI Gestures Collector can't connect to the server, making bug submissions from out of NetBeans
impossible. The dialog says: "[...] However your computer seems to be disconnected from the network. Therefore, we
cannot connect to the server to handle your submission request."

Our LAN requires a proxy for HTTP. The Proxy Settings in NetBeans are set to "Use System Proxy Settings". Web Browser
is set to "<Default System Browser>", which is IE. LAN settings in IE/Windows are set to "Automatically detect
settings", in Firefox it's "Auto-detect proxy settings for this network". Both IE and Firefox can access external sites
just fine.
